GCC Extends Anti-Dumping Duties on Chinese and Indian Ceramic Tile Imports for Five More Years

The Gulf Cooperation Council has renewed final anti-dumping duties on ceramic and porcelain tile imports from China and India for another five years, effective May 28, with margins reaching up to 106% of CIF value.
The Gulf Cooperation Council (GCC) has extended final anti-dumping duties on ceramic and porcelain tile imports from China and India for another five years, effective May 28. The decision was announced by the GCC Office of the Technical Secretariat to Combat Harmful Practices in International Trade.
According to the secretariat's circular, the review investigation confirmed continued dumping by exporters from both countries during the review period, with no indication that producers would halt these practices.
The Secretariat warned that the GCC market remains highly attractive to foreign exporters, and that China and India still hold substantial production capacity. Removing the duties, it said, would likely trigger a sharp increase in imports at dumped prices and further erode the market share of regional manufacturers.
It added that such a scenario would lead to renewed price undercutting, price suppression and price depression in GCC selling prices, forcing local producers to lower their prices to defend market share — with serious consequences for their financial position.
The Secretariat concluded that material injury to GCC tile manufacturers would likely continue or recur if the duties were terminated.
The renewed duties will be applied as a percentage of the CIF (cost, insurance, and freight) value of imports, as follows:
China - Guangdong Winto Ceramics: 23.5% - Guangdong Honghai Ceramics Industry: 23.5% - Enping Fengze Ceramics: 58% - Jiangxi Sun Ceramics: 53% - Cooperative companies not selected in the sample: 23.5% - Others: 76%
India - Lexus Granito India: 70.2% - Sunheart Ceramix Private Limited: 37% - Comet Granito: 17.6% - Cooperative companies not selected in the sample: 41.2% - Others: 106%
